Unbeirrt will der Rechtsausschuss des Europaparlaments und Berichterstatter Axel Voss (CDU) Uploadfilter und ein EU-weites Leistungsschutzrecht für Presseverleger einführen. Mit knapper Mehrheit hat das Europaparlament im Juli entschieden, noch Änderungen zuzulassen. Nur in dieser Abstimmung über Änderungsanträge, die voraussichtlich am 10.-13. September stattfinden wird, kann das Parlament die Pläne noch stoppen.

Diese Maßnahmen drohen das Internet kaputtzumachen. Menschen werden schon im Alltag Schwierigkeiten bekommen, beispielsweise beim Diskutieren von Nachrichten oder beim Äußern ihrer Meinung im Netz. Unsere Freiheit zur Teilhabe einzuschränken, um den Sonderinteressen großer Medienkonzerne zu dienen, ist nicht akzeptabel!

Eine Lizenzpflicht für die Verbreitung von Nachrichten wird keinen Beitrag zur Finanzierung des Journalismus leisten, sondern das Teilen professioneller Nachrichtenmeldungen verhindern und kleine Verleger, die am meisten auf das Teilen ihrer Artikel angewiesen sind, bedrohen. Automatisierte Upload-Filter sorgen nicht für die Bezahlung von Urhebern, sondern werden in der Praxis überwiegend legitime und harmlose Werke wie Memes und Parodien blockieren. Sie werden das Ende europäischer Plattformen und Startups, die sich eine Umsetzung nicht leisten können, sein.

We should also reverse other bad decisions by the Legal Affairs Committee: By one single vote, the Committee decided not to demand a copyright exception for user-generated content (like remixes, lip dubs or fan fiction) and declined to clarify that linking is not copyright infringement. Instead, it called for granting copyright protection to sport event organizers, which would make it copyright infringement for fans to post their own snapshots of matches (Amendment 76).
